Greetings,

I keep on getting an error message when attempting to update the voice pack:
Configuration system failed to initialize

I currently have Microsoft.NET 4 on Windows 7 64-bit. Do I need to install a previous version of .NET?

I do not know what this exact problem is - but you can try to delete the file it mentions:
C:\Users\JDSlaughter\AppData\Local\Bevelstone_Production_I_S\EditVoicepack.exe_StrongName_0hhy3gdz1gjf2c0bocllytq0lw0o3pp2\4.0.7.0\user.config

and if that is not enough, try deleting the folder C:\Users\JDSlaughter\AppData\Local\Bevelstone_Production_I_S

All you should loose are a few default settings so check the wizard shows the expected values next time you run Update Voicepack.
