I assume it is EditVoicepack XL version 5.3.1 you are trying to install - if not please let me know.
First of all, do you run an antivirus product? It appears Bitdefender is currently having a false positive on EditVoicepack. I have submitted the files to them but according to the email I got back they have a 72 hours response time.
