This applies to EditVoicepack 3.1 only - EditVoicepack X is developed to be fully Vista/Windows 7 compatible
EditVoicepack 3.1 will work fine on Windows Vista (both 32 bit and 64 bit), but please take the following into considertion:
Installing the .NET Framework
Even though Vista comes with never versions of the .NET Framework, you still need to install version 1.1 used by EditVoicepack. This will not affect the version of the Framework you already have installed - both can be used at the same time.
Currently the .NET Framework 1.1 can be downloaded here:

Notice it is the same version for both 32 and 64 bit versions of Windows Vista.
You might get a compatibility warning when installing as the .NET Framework requires a couple of updates to run correctly under Vista (though if all you use it for is EditVoicepack, you are unlikely to encounter any problems).

Once it is installed, make sure you also install any updates available through Windows Updates (if any).
Running as administrator
EditVoicepack needs to run as administrator as it needs to update files in the Program Files folder (some belonging to itself, others belonging to Flight Simulator). It is not enough to run EditVoicepack from an account with administrator rights. To ensure EditVoicepack runs with administrator rights, do the following:
1) Right click the EditVoicepack entry in the start menu and select "Properties".
2) Go to the "Compatibility tab"
3) Set the checkbox "Run this program as an administrator".
